Our Purpose
Carneiros Advogados has as one of its core pillars the defense of fundamental rights guaranteed by the Constitution. We believe in Law as a driver of positive and transformative societal changes, adopting as one of the main focuses of our practice the protection of the rights to education, health, public security, diversity, and a sustainable environment.
Since its creation, the firm has built a broad history of strategic action at the Federal Supreme Court (STF), with over 100 lawsuits filed in this area. Many of these lawsuits received the Sustainable Development Goals (SDGs) seal from the United Nations (UN). These are causes of great public interest, directly affecting people’s well-being and the future of the planet.
Through this work, Carneiros Advogados has established itself as a transformative agent of society, being one of the most active law firms in Brazil in this field.
UN 2030 Agenda
The UN 2030 Agenda is a global action plan that lists 17 Sustainable Development Goals (SDGs) for building a better future. The SDGs are calls for concrete actions to reduce poverty, protect the environment, and ensure that people can enjoy a world of peace and prosperity
In 2020, the Federal Supreme Court began identifying the SDGs related to judicial review. The aim is to align the Court’s rulings with the values promoted by the 2030 Agenda. The selected cases are given priority for inclusion in the Court’s judgment agenda.
The 17 UN Sustainable Development Goals address the main challenges faced by citizens in Brazil and around the world. Acting in favor of these goals, Carneiros Advogados has achieved 32 favorable rulings in the Supreme Court in the last five years.
We also represented the plaintiffs in three lawsuits that led to public hearings at the Supreme Court. On these occasions, the Court brought together various segments of society, academia, and international bodies to analyze the different aspects involved in the cases under judgment.

Maintenance of more favorable rules for students to renew FIES contracts
“It is absurd the situation these students are living in. They trusted the State, they trusted the program. Thus, we connect here the fundamental right to Education, the first of the social rights brought in Article 6 of the Constitution. Moreover, there is also the issue of social inequality, given that 96% of those benefiting from FIES come from classes C, D, and E.”

Restoration of financing mechanisms for the Amazon Fund
“This is a deliberate omission by the Brazilian State in applying available resources for environmental preservation projects. The lawsuit simply requests that considerable amounts — already around 3 billion reais — be directed to environmental preservation projects. Article 225 of the Federal Constitution shows that the public authorities’ freedom to implement public policies is not a choice; it is an obligation. The only choice that cannot be made here is inertia.”

Unconstitutionality of restrictive criteria for voluntary sterilization surgery
“According to the express terms of §7 of Article 226 of the Federal Constitution, family planning must respect, first and foremost, the dignity of the human person and the free decision of the couple. In other words, it is not up to the State, under the pretext of protecting the family, to interfere in strictly personal matters, such as decisions about whether or not to have children and how many.”
