CONTEXT
A controversy arose between municipalities in the Maceió Metropolitan Region and the State of Alagoas regarding the balance of the decision-making model of metropolitan governance between municipal and state authorities concerning the public service of basic sanitation.
LAWSUIT
The lawsuit aimed for the STF to establish, based on the federative principle (Article 1 of the Constitution), the constitutional guidelines for the metropolitan governance model to foster a balanced mechanism of interaction between political entities regarding the management of basic sanitation in the region.
RESULT
The Supreme Court defined parameters for the distribution, among the political entities, of values arising from the concession grant for the public service of basic sanitation in the Maceió Metropolitan Region.
